Quick Answer: It isn’t a new benefit. “Andy Burnham DWP Winter Payment” is just the nickname going round for the 2026 to 2027 Winter Fuel Payment, the first under Prime Minister Andy Burnham. It’s £100 to £300, and most pensioners get it without lifting a finger.
Sounds like a new handout? It isn’t. Same scheme, new boss. Birmingham Live spells it out, noting Burnham is due to inherit the Winter Fuel Payment’s rules from the previous Sir Keir Starmer administration.
- £100 to £300, tax-free, and it won’t dent your other benefits.
- Birthday on or before 27 June 1960, plus a home in England, Wales or NI.
- Everything hangs on one week: 21 to 27 September 2026.
- Letters go out in October or November, and cash usually arrives by Christmas.
- Postal claims open 21 September; phone claims open 19 October 2026.
- Earn over £35,000, and HMRC takes the lot back.
What the Andy Burnham DWP Winter Payment Actually Is
Underneath the headlines, it’s a tax-free DWP grant for heating bills. Two things set your amount: your date of birth and your circumstances between 21 and 27 September 2026, the qualifying week.
Twice in two years, the amount has been cut. Tied to Pension Credit, only pensioners on roughly £11,000 or less saw a penny, which went down badly. The 2025 rethink gave it back to all state pensioners, with a clawback for the comfortable. That version runs from October 2026 to January 2027.
Who is Eligible?
Born on or before 27 June 1960 and normally living in England, Wales or Northern Ireland? You’re in. Scottish pensioners are not eligible for this benefit and instead receive the Pension Age Winter Heating Payment.
Four things knock you out: visiting that week while living abroad, a visa that bans public funds, a full week in prison, or a full week in hospital on free treatment, having been there the same week last year. Care homes are gentler than you’d think: you still get paid unless you claim Universal Credit, Pension Credit or income-related ESA and have lived there since 29 June 2026.
Joe Lytwyn of Thimbl says, “Age is only one part of the eligibility criteria. Someone could meet the age requirement but still miss out because of where they normally live or their circumstances during the qualifying week.
How Much You Will Get
| Your situation | Born 28 Sep 1946–27 Jun 1960 | Born before 28 Sep 1946 |
|---|---|---|
| Living alone, or nobody else qualifies | £200 | £300 |
| Sharing with another eligible person | £100 | £150 each if both are over 80, else £200 |
| Joint benefit claim | £200 to one of you | £300 to one of you |
| On those benefits, claiming solo | £200 | £300 |
| In a care home | £100 | £150 |
Turning 80 adds £100. Age UK clears the couples’ muddle: at 80 and 78 with no means-tested benefit, the older gets £200, and the younger gets £100.
Do You Need to Claim It?
Most won’t. It lands on its own if you get the State Pension, Pension Credit, Universal Credit, Attendance Allowance, PIP, Carer’s Allowance, DLA, income-related ESA, Incapacity Benefit, Industrial Injuries Disablement Benefit, Industrial Death Benefit or a War Pensions award.
Get none of those? Claim if you’ve never had the payment or you deferred your State Pension. Households receiving Child Tax Credit or Working Tax Credit must also claim.
Post the form to the Winter Fuel Payment Centre, Mail Handling Site A, Wolverhampton, WV98 1LR, or ring from 19 October 2026. Guidance on GOV.UK sets the deadline at 31 March 2027, and it won’t bend. Told no? Ask for a mandatory reconsideration.
When Will You Be Paid?
Your letter lands in October or November with the amount and the account, usually your pension one. The Sun flags that there’s no single payday, with most transfers in November or December.
Will nothing arrive by 27 January 2027? Ring 0800 731 0160, Monday to Friday, 8am to 6pm, with your date of birth and National Insurance number handy.
Report a Change
Moved house? Moved into a care home? Tell the centre straight away, as both of these changes affect your amount. Dawdle or give wrong details and you’ll pay some back. And the DWP never asks for bank details by text or email, so report anyone who does.
The £35,000 Income Rule
Here’s the sting. If your total income tops £35,000, HMRC takes it back through your tax code or self-assessment. Your partner’s income isn’t counted.
Two winters can land at once. If your 2025 payment is still being collected, your code changes in January 2027 to start in 2026, with roughly £30 to £33 extra tax a month on £200. April 2027 shifts it again, collecting 2027’s in advance. Making Tax Digital users wait for HMRC’s letter instead. Sorting an estate? The charge is settled there. Anyone on a means-tested benefit that week is exempt from the charge.
Opting Out
It’s too late for this winter. The 2027 to 2028 opt-out opens on 21 December 2026. Opted out and regretting it? Ring the centre before 31 March 2027.
Other Winter Help
The Warm Home Discount takes £150 off bills for households on Pension Credit, Universal Credit, Housing Benefit or income-related ESA. Citizens Advice says that’s nowhere near enough.
The charity said, “Our modelling, which was done in partnership with IPPR and Policy in Practice, assumed that 5.6 million households on means-tested benefits would receive, on average, £360 towards their energy bills. This approach would see 600,000 households no longer spending over 10% of their income on energy, which would have a significant impact on those who are struggling most.
That tiered plan costs £2bn a year, funded by taxation, not bills. The Express revealed Burnham and Chancellor John Healey deliver the budget on 28 October, while Leeds Live notes bills rose 4% this month and could jump again in January. Also check Cold Weather Payments, triggered by seven days at zero or below, plus your council’s Crisis and Resilience Fund, where Birmingham paid £200 grants.
